The Dangerous Substances and Explosive Atmospheres Regulations 2002 are concerned with protection against risks from fire, explosion and similar events arising from dangerous substances used or present in the workplace.

They set minimum requirements for the protection of workers from fire and explosion risks related to dangerous substances and potentially explosive atmospheres and require employers to control the risks to the safety of employees and others from fire and explosions.

The Site Operator should have emergency arrangements in place to deal with overfills and spillages that may potentially occur during a delivery of petrol and ensure site staff are trained in these and their implementation – L133 ACOP.

When a road tanker is delivering fuel to a petrol filling station (PFS), there is the transfer of a very large amount of fuel – of various types – within a short period of time. At this stage, the PFS is potentially a very dangerous place, but with adequate skills, knowledge and training, the risks can be greatly reduced.

This training course has been designed to help raise delegates’ awareness of their legal duties with regards to health and safety, when working on a petrol filling station in order that they comply with the law and keep everyone safe at work.

Its aim is to provide theoretical knowledge of the health, safety and legal requirements to ensure fuel deliveries are safely received.

Competent Person – Fuel Deliveries Course Course Contents

This training course is broken down into 3 sections:

    What is a Competent Person?

This section gives the delegate an understanding of the duties and requirements of a Competent Person. We cover Legislation, and introduce L133 ACOP – Unloading Petrol from Road Tankers.

  • Understanding the Hazards and Dangers associated with a Fuel Delivery

This section is where we look at the various aspects of a petrol forecourt, from fuel delivery, through to dispensing, concentrating on the more hazardous areas, why and when they are dangerous, and control measures in place to reduce the risks. This includes vapour recovery (stage 1 & 2), interceptors, spill management etc.

    Delivery Procedures

This is where we go through, stage by stage, the full delivery procedure, from the arrival of the tanker on site, the offloading of fuel, to the leaving from site. We cover both Assisted Delivery, and Driver Controlled Delivery, explaining the differences, the reasons why, and the interaction of the Competent Person. This also introduces Delivery Certificates, and how to complete them.

    Emergency Procedures

Things rarely go wrong with fuel deliveries, but when they do, there is the potential for major incidents, both regarding the safety of people, but also environmental issues. This section covers the processes and procedures that should be adopted, from minor spills, up to major incidents.

This is a full-day course, and there are no pre-requisites.
